Cubs send Hart to AAA, recall what remains of Chad Fox

In what may not have been the brightest move in the history of the organization, the Cubs have recalled righthander Chad Fox, sending Kevin Hart to AAA Iowa.

Yes, that Chad Fox.

Yes, I'm serious.

The specifics of the move are deeply uninteresting, really - middle relievers are absolutely the most fungible parts of any ballclub. I'm pretty confident that Hart is the more talented pitcher of the two at this point in time; in fact I really see no reason to suspect Fox will be a particularly effective reliever at all.

But it's a symptom of the biggest problem I have with the Cubs organizationally - the inability to articulate a long-term plan and then stick with that plan even when the immediate returns aren't promising. This isn't a Lou issue or a Dusty issue or even a Hendry issue, but a cultural issue. There isn't a level of confidence or any sort of a strategic vision that allows the club to make tough decisions.

The Cubs tend to fumble with roster decisions the way a teenage boy fumbles with a bra strap - it's awkward and clumsy and it makes you wonder how they get anything accomplished. I will not lie to you - this drives me absolutely crazy, and is probably the most frustrating part of being a Cubs fan for me. I can't bring myself to give the organization the benefit of the doubt, because they never give themselves the benefit of the doubt.
